2 has just landed on Governor Newsom's desk. Assuming he signs it,
which seems likely, it would among other things create a board to
decertify police officers. That would make them unemployable. Only
three other states have such a procedure.
California
has a Commission on Peace Officers Standards and Training. Without
this POST certificate you can not be employed as a local or state level
peace officer within California. This legislation would allow POST to
set up a multi-step process to investigate and determine if it should
take action against an officer's certification. This action could
include suspension or revocation.
The
commission would first review whatever investigation was done by local
authorities and the officer's disciplinary records. It could launch a
further investigation of it's own. It could also set up an "advisory
board" of seven people including two actual police officers, a lawyer
and six "members of the community." This board would make a
recommendation to POST whether or not to take action against an
officer's certificate. The members of this board could include pretty
much anyone, including AntiFa members, family of persons killed by
police officers and cop hating psychopaths.
I can't imagine Newsom will act on the bill before the recall election is complete this coming Tuesday.

Seems like a perfectly reasonable idea, still a lot better than most employees get (one mistake your boss doesn't like and you're fired).
