Cesar Hernandez, 34, managed to escape custody while he
was being transported from prison in Kern County to the county
courthouse for a weapons charge. He was doing 25-life for murder.
The
cops put out a decent search arrangement promptly, which included
stopping and searching cars in the area. So far he has not been located
though they did find the "chains" (presumably waist chains with hand
cuffs attached, or maybe leg irons, or maybe both) in an alley near the
courthouse.
As someone who
used to do these transports I find it difficult to understand this.
Allegedly the guy just managed to bail out of the vehicle and run. The
doors of the transport vehicle should not have been able to be opened
from the inside. He should have been wearing both a waist chain and leg
irons. If nothing else the transport crew, which should have been at
least two officers and possibly a chase vehicle, should have bailed out
and shot his happy ass.
I
expect somebody will have some explaining to do. Of course since I
have been retired for nearly 20 years it is distinctly possible that
staff are now discouraged from shooting fleeing murderers. They do
things strange in California.
