The formerly great state of California was seriously looking at establishing a state-owned and operated banking system for pot growers and retailers. Right now most banks will NOT do business with these guys at it lays them open to big-time trouble with the feds on possible racketeering and other charges. The proposal died, at least for this year. There is always next year.
