This fiscal year the formerly great state of California will spend close to $60 million to pay off the student debt of 247 doctors. There is, however, a catch.
This physicians must agree to accept Medi-Cal patients. Right now about 1/3 of the primary care doctors in the state do not do so. They assert, probably correctly, that they actually lose money on each Medi-Cal transaction.
These 247 doctors are practicing in 40 different areas of medicine in 39 of California's 58 counties.
California has a total pot of $340 million to pay up to $300,000 per body in outstanding student loans for licensed medical doctors or dentists in good standing.
This is one place where throwing money at the problem may actually help. Or not. But it is worth giving it a shot and seeing what happens IMHO.
