This photo was taken appx 22 years ago in Haiti. My son was training the local military and police.
My son is the person in the middle
The local police were issued flex cuffs. They found out problems could be solved when the plastic locking strap was put around someone's neck.

Hati has been beset by a long string of bad luck and grossly incompetent and corrupt governments. They deserve better than they get.
