It
is illegal to engage in large scale commercial pot farming in Siskiyou
County CA. The county has banned trucking water into the area. A
federal judge has just issued an injunction against enforcing the law,
saying that it mostly harms Hmong farmers, no all of whom are illegal
pot farmers.
There are at
least 5,000 and maybe more commercial greenhouses in the county growing
weed. They have no direct water supply so water is trucked in to them.
Also the sites seem to contribute to illegal pesticide use, illegal
fertilizer use and illegal dumping of garbage and sewage. The county
approved an ordinance which prohibits the selling of well water and the
trucking of water within the county without a special permit. The
ordinance was aggressively enforce by the S.O.
A
federal judge has just banned the enforcement of the ordinance
asserting that it unfairly impacts the local Hmong community, not all of
whom are actively engaged in illegal pot farming but all of whom have a
legitimate health and safety need for water. The injunction covers
only water sale and delivery for human needs and food production, but it
isn't clear how the S.O. will know which is which.

Simply measure the amount needed for human needs per address.
