The levee maintenance people have discovered that denizens of the dozens of homeless camps along levees in the greater Sacramento area have been excavating into the levees in order to create more flat spaces to pitch their tents and park their stuff. They seem unconcerned about the possible safety impact on the area, and the levee maintenance people have no legal authority to throw them off the property.
At least one of the camps has been closed out and the levee repaired, but it will undoubtedly be an ongoing issue. The danger will of course get worse as the summer warms up and the snow melts, increasing the runoff.
