a vote of 6-1 the city council of Oroville, CA declared that the city
was in fact a Constitutional Republic. Their definition of such an
arrangement is that the executive, legislative and judicial powers are
separated and the will of the majority is buffered by guaranteed
protections of individual rights so that a majority can not run
roughshod over a minority.
It
isn't clear what, if anything, this would do to alter the status quo in
Oroville. The general belief is that the city will attempt to resist
some of the more ridiculous and constitutionally suspect edicts from the
communists in charge in Sacramento.
