The
California Energy Commission, another one of those very powerful,
low-visibility government regulatory agencies, thinks it would be a
really, really good idea if the state were to take over the operation of
oil refineries in the formerly great state of California. Three major
oil refineries have been closed down or announced as being about to
close down in the state due in large part to the government fucking with
things.
Since the
government has pretty much zero experience in this arena I see zero
chance of this being even remotely workable, which of course doesn't
mean the state won't do it. Whether or not it has any relationship to
workability has very little to do with what are essentially political
decisions here.

Saudi Aramco is building what is being called the largest refinery in the world. It is located near Port Arthur, Texas. This area has been in an economic down turn for 40 years. The State isn't going to run anything.
