The
legislature of the formerly great state of California holds on to some
bad ideas more strongly than a good case of the clap. The latest
proposal, introduced just AFTER the voters rejected a similar proposal
on the ballot, would REQUIRE state agencies to use race, gender and
other similar factors to make decisions about promotion of state civil
service employees. Christ Holden, D-Pasadena, said the death of George
Floyd was the impetus for his proposal.
According
to Assemblyman Holden the state's entry level work force is
sufficiently diverse but people other than White males are
under-represented at higher levels in the civil service. His proposal
would expand (and aggressively enforce) that state's Upward Mobility
Plan so that incompetents of any race, not just White men, could be
promoted to positions of power and authority within the state civil
service.

It didn't work in Texas. It was tried under Democrat Ann Richards and was a disaster.
