Acting Thursday U S District Judge Roger T. Benitez ruled that California's ammunition licensing and background check is unconstitutional. The 120 page ruling states that the laws, passed by voters in 2016 and the CA legislature at about the same time, have been used to "systematically prohibit and deter an untolod number of law-abiding California citizen-residents from undergoing the required background checks." The system routinely rejects about 20% of those attempting to buy ammunition who are in fact NOT legally prohibited from purchasing or possessing ammunition. Those rejected included veterans and both active and retired peace officers.
The state A. G., Xavier Becerra, is a rabid gun hater and will almost certainly file an appeal.

The A.G. already appealed.
The nuts on the ninth circus have stayed the order of the district court.
