Piracy On The High Seas By A Nation State

A couple of days ago a cruise ship, the RGCS Resolute, German-owned, was just hanging out in international waters off Tortuga when it was attacked.......by the Venezuelan navy.
It is believed the naval vessel was trying to order the ship into port in Venezuela. They fired shots at the Resolute, and then rammed it deliberately in an apparent attempt to force it to change course. Unfortunately the cruise ship was better built than the Venezuelan naval vessel. The Resolute received minor damage. The Venezuelan naval ship sank.
The Venezuelan government is asserting that there were mercenary soldiers on board planning to attack military targets in Venezuela.

I have known mercenary soldiers and if they were on a cruise ship, they were probably drunk or hung over.
