The
formerly great state of California is now requiring that cell phone
towers in high fire risk areas have their own internal 72-hour power
supply. This is to enable locals to get evacuation orders and
information and to enable responders to maintain communication with the
people and with other emergency responders on different radio networks.
Last
week the PUC gave the go-ahead on this. The service suppliers have a
year to get it done. As one might expect, the service suppliers
screamed like mashed cats, citing cost.
This is, IMHO, a reasonable application of regulator authority in an area where it is needed.

It's a good idea. If needed it could save lives. I'm sure California will stipulate that they must use environmentally safe batteries and solar power.
