The
formerly great state of California is giving a shit-ton of inmates,
including those convicted of violent offenses, the opportunity to return
to their former lifestyle eve earlier than would have been possible
before.
About 10,000
prisoners serving second strike convictions will now be eligible for
release after serving 50% of the original sentence. The old standard
was 2/3.
About 2,900 third
strike prisoners will be eligible for the same consideration. These
prisoners are considered non-violent, though the criteria for
non-violent in CA is not something that would make sense to a normal
person.
About 63,000
violent offenders will now be eligible for 1/3 time off, the old
standard was 1/5 time off. Among them are 20,000 lifers.
In addition all minimum security work camp inmates now get 50% time regardless of the severity of their crime.
Theoretically this is the carrot portion of the carrot and stick approach.
The
population of CA prisons has plummeted in recent years. The state is
getting ready to close Deuel Vocational Institution outside of Tracy in
the fall of this year and the California Correctional Center outside of
Susanville in the middle of next year.
Maybe they can make some money renting them out as movie sets?
