SO, WHAT IS A NON-MOVING TRAFFIC OFFENSE ANYWAY?

The teeming metropolis of Brooklyn Center, a suburb of Minneapolis, has decided to form an unarmed group of civilian police employees who are not law enforcement officers to deal with "non-moving traffic violations."  (Aren't those typically called Parking Tickets?)

The vote of the city council was 4-1. 

This cadre would also respond to mental health crisis calls.  

This proposal stems from a expired tag traffic stop that went sideways when it was discovered the driver had a felony warrant for fleeing the cops and illegal possession of a gun.  The bad guy ended up dead.  

The ACLU loves the idea.  The one council member who voted against it did so not because he didn't like it but because there had been virtually zero time to study the proposal.
