Under
the current rules (law) the Ca. State. Dept. of Finance is required to
issue a cost estimate on the upcoming Newsom Recall Election. After
that is one the Joint Legislative Budget Committee has 30 days to review
and comment on the costs. Both of these steps were put into place by
the legislature less than four years ago.
AB152,
if passed into law, would allow the Secretary of State to certify the
recall BEFORE the joint committee has had their 30 days as long as the
legislature has already appropriated the necessary funds for the
election. That estimate right now is $215 million, which the state will
cover for the counties.
The
Assembly voted 52 to 18 to make the change. The Senate voted 31-9.
The formerly great state of California has had essentially one party
rule for many years.
This
change in schedule would probably be beneficial to God-Emperor Newsom in
his attempt to hang on to his job. Once the recall is actually
certified the Lt. Governor, Eleni Kounalakis, must schedule the election
for not less than 60 days and not more than 80 days from the date of
that certification.
The
legislature changed the law in a blatant attempt to help State Senator
Josh Newman survive a recall. That recall was successful.
