How the PA is Inciting and Financing More Terror Against Israel
Shocking new details reveal Temple Mount-focused wave of violence was not spontaneous, but a deliberate escalation. The Two State Solution is nothing but a Western pipe dream
The Palestinian wave of violence that has ravaged Israel for more than a month seems to be easing, but that is not the work of the Palestinian Authority. Rather, the Israeli security forces seem to be effectively combatting the terror everywhere. They have cut off Judea and Samaria from the rest of Israel by mobilizing army reservists who are now sealing the holes in the security fence with their presence. However, the PA continues unperturbed in incitement and encouragement of terror, as we shall see.
Violence on the Temple Mount appears to have eased somewhat as Israeli police, apparently on orders from Prime Minister Naftali Bennett’s government, have suspended access for Jews to the holy site, until further notice.
As we previously reported , the outbreak of violence that began on the eve of the Jewish holiday of Passover was organized and funded by Fatah, the party of Palestinian Authority (PA) leader Mahmoud Abbas.

The PA hit headlines again on Monday after the research institute Palestinian Media Watch (PMW) released shocking new details.
This involved a broadcast from the official PA TV and an analysis showing how much money the Palestinian regime spends on financing terror.
PMW first published a video showing a Palestinian Authority imam reciting a special prayer for the Muslim holy month of Ramadan.
In that prayer, the imam asked for Allah’s help in the extermination of the “evil Jews.”
Here is the verbatim text of this prayer, and remember, it was presented by an officially-sanctioned Muslim cleric on official state-run Palestinian television:
“Allah, delight us with the extermination of the evil Jews, O Master of the Universe, and [the extermination] of their hypocritical supporters who have evil in their hearts.
“Grant us victory over the infidels… Allah, delight us with the conquest and liberation of the Al-Aqsa Mosque. Allah, make us among the first to enter (Jerusalem), the conquerors, the worshippers, and those calling out ‘Allah hu Akbar’ (Allah is great) inside (the mosque) to You, Master of the Universe.”
The Israeli government has been silent about this incitement to genocide, much to the dismay of some in the local media.
PMW then took the initiative and filed an official complaint with the Israeli police.
“Palestinian Media Watch has pointed out numerous times that the PA’s presenting the murder of Jews and Israelis as the fulfillment of Islam is very potent incitement to murder. The Palestinian Muslim population is very religious and presenting the killing of Jews as something that Allah supports raises Palestinian murder of Israelis from a nationalistic act to an Islamic act of worship. Calling for this during the month of Ramadan is literally inviting murder,” PMW director Itamar Marcus wrote on the organization’s website.
On April 21, PMW subsequently published an analysis written by researcher Maurice Hirsch. That analysis focused on the extent to which the PA finances terror and was based on authentic PA documents and data from the Palestinian Central Bureau of Statistics.
Below, are Hirsch’s main conclusions based on those official data and authentic PA documents:
- The PA spends 33 times more per capita on paying terror rewards than it does on health services for the Palestinian population.
- The PA spends 10.86 times more per capita on paying terror rewards than it does on education for Palestinian children under the age of 18.
- The PA spends 1.87 times more per capita on paying terror rewards than it does on welfare payments to the needy Palestinian population.
That last figure is a bit misleading. Other reports have shown that most of the expenditure on paying social benefits to the needy Palestinian population is covered by foreign donations. In fact, the PA spends six times more of its own budget on paying terror rewards than it does on paying social benefits to the needy Palestinian population, PMW noted.
The foreign donations mainly come from countries in the European Union and the EU itself. This conclusion can be drawn from the words of Ahmed Majdalani, the Palestinian Minister of Social Affairs.
Majdalani said on the PA TV show “Real News” in March that he did not know the exact date when social benefits would be paid because it depended on EU funding of the social program for poverty-stricken Palestinian Arabs.
The PA thus claims that it cannot release enough funds from its own budget to help the poor among its own people.
However, anyone who looks at the enormous sum of money that the PA was able to release for the payment of terrorists and their families knows that they are lying.
In 2021, the PA spent more than $270 million on its so-called “pay to slay” policy. This amount went to Palestinian terrorists serving sentences in Israeli prisons and to the families of terrorists killed during attacks on Israelis.
- Six hundred million shekels ($193.2 million) were paid to imprisoned terrorists.
- Another 241 million shekels ($77.59 million) were paid to the families of terrorists who died during or after carrying out their attacks.
A quick calculation makes it clear that the average payment to each terrorist or family is $4,528 per year.
It should be noted that the terrorists serving life sentences in Israeli prisons (for murder) receive the highest benefits. Each of them receives more than 12,000 shekels per month, which translates to a monthly stipend of roughly $3,750.
By comparison, the average monthly salary in the PA-controlled areas is only 2,500 shekels ($781).
This is why thousands of Palestinian Arabs work in Israel because the wages they earn here, even for day labor, are much higher.
For example, a plasterer who works in Israel earns more per day than a Palestinian academic who has a job in the PA.
A qualified worker working in the construction industry in Israel can earn over 10,000 shekels ($3,125) per month.
There are currently more than 110,000 Palestinian Arabs working legally in Israel. There are thousands more who work illegally in Israel and enter the country by cutting holes in the security fence and through the still-unfinished trajectory of this security facility.
Some of these illegal Palestinian workers were involved in the recent shooting attacks on civilians in Israeli cities.
PMW’s revelations were published by only a few media outlets in Israel and have been ignored by the Knesset and government so far.
