A constitutional amendment was proposed yesterday in the
formerly great state of California. Assuming it is approved by 2/3 of
both houses of the legislature and a majority of the voters CA would
join Maine, Vermont and DC in allowing incarcerated felons to vote.
Three
years ago the voters approved, by 59%, a proposal that allowed active
parolees to vote. Right now 20 states allow parolees to vote.
