The
legislature of the formerly great state of California MAY have found a
crime that truly offends their limited sensibilities. It has been
proposed that serial porch pirates actually be sent to prison.
The
proposal, which has been put forth by a Republican and therefore may
get zero traction, would make the third conviction within five years a
felony. The ACLU hates it and points out (correctly) that stealing shit
from people is already illegal. It is, but not really, not in
California. Since porch piracy involves packages that are not secured
it is right now about 1/2 notch above theft of found property. (Keeping
shit you find on the sidewalk.)

Sounds like the lowering of Burglary of a Motor Vehicle in Texas to a misdemeanor. It takes two prior convictions to make it a felony. Over half the vehicles that are burglarized are unlocked. Previous victims leave them unlocked to prevent damage. But Texas being Texas many driveway thieves are still shot each year over change left in a center console.
