Elaine
Howell is the California State Auditor. I often think that she may be
the only honest competent person with real power in the higher levels of
state government. She calls them like she sees them and her eyesight
is pretty good.
In an audit
released Tuesday Howell asserted that the California Air Resources
Board (CARB) does not come anywhere near earning the high praise it gets
from it's supporters.
The
Board failed to measure how well it's regulations actually reduce
greenhouse gas emissions. It seems to overstate the results of its
emission control programs and bases it's wonderfulness primarily on how
many times it sued the Trump administration.
The
CARB heavily pimps electric vehicles and hands out incentives for
purchase of electric vehicles (which run off the electric grid which in
large part requires fossil fuel to generate electricity).
The
CARB executive officer, Richard Corey, said the agency agrees with a
lot of the auditors findings and is working on reforms. The agency
head, Mary Nichols, just recently retired to take a job with the Biden
administration to run the EPA. She was shot down in flames and never
got the job. .
