He
even proposes to do something about it. Under church law it is now
illegal for priests and lay employees of the church The change in
canon law specifies that it is illegal for both priests and lay
employees of the church to sexually abuse both minors and adults.
The
new law, which kicks in in December of this year, removes much of the
discretion of bishops and other church authority figures in ignoring
these issues. In fact it is now possible (or will be on December 8) to
prosecute bishops under canon law They can be removed from office for
"culpable negligence" for slow-dragging or otherwise messing with
legitimate investigations.
It has only taken the church 14 years of rigorous research and study to reach these startling conclusions.
