The following are proposals from the usual suspects within the CA legislature, the WE HATE GUN AND GUN OWNERS crowd.
AB1227 would, if passed into law, place a substantial excise tax on firearms and ammunition.
AB2156
decreases the threshold to require a manufacturing license from the
state. Under the old rules you had to make more than 50 guns a year to
need a state license. The new threshold would be four per year.
AB2552 would require certification and training for people who sell in gun shows.
SB505
would institute a doctrine of "strict civil liability" against the
legal owner for any incidences of properly damage, injury or death
resulting from the use of a firearm. Under this doctrine the legal
owner of a firearm would be liable civilly for ANY damage caused by the
use of any of his firearms under any circumstances whatsoever. For
instance, if a burglar broke into your house, broke into your gun safe,
stole your gun and used it in a crime you would bear civil liability for
that misuse.
SB915 would ban all gun shows from all state property.
SB1384 mandates extensive dealer training and extensive video surveillance of places of business.
