Mary O'Connor, the Chief of Police of Tampa, FL, was forced to resign yesterday. Sometimes when you step in the shit it is impossible to get it all off your shoes.

You can only force a person to resign when you are holding something else over them or you threaten to withhold benefits. Once you become a Chief of Police you serve at the discretion of local politicians. Civil Service doesn't cover Chiefs of Police.
