Tom Butt is the mayor of the crime ridden and gang-infested shithole in Contra Costa County known as Richmond, California. David Livingston is the Sheriff. Among the sheriff's duties is the operation of jails, including the West County Detention Center which is in the city of Richmond. It houses ICE detainees on contract with the feds.
Mayor Butt recently sent a polite letter to Sheriff Livingston requesting permission to tour the facility. The mayor expressed concern about anecdotal information indicating the guests are being treated poorly, including inadequate toilet facilities and poor medical care.
The response to the mayor has been a deafening silence. The sheriff has also refused access to a group called Freedom for Immigrants.
I suspect it isn't often a sheriff ignores such requests.
