Gavin (God I Want To Be President) Newsom, the
God-Emperor of the formerly great state of California, has decided that
opposition to some sorts of criminal activity (or at least APPEARING to
be opposed) is in his best political interest. He has therefore signed
AB1960 into law.
The bill
targets organized theft, including smash-and-grabs, in retail
settings. These are sometimes known as sledgehammer shoplifting.
Theft
or destruction of property in excess of $200,000 will result in an
additional two year sentence on conviction. One million will get you
three years extra and $3 million will get you an extra four years.
After that each additional $3 million gets you an extra year.
The
Assembly Public Safety Committee has for many years been the graveyard
of actual public safety legislation. The members of the committee
believe that "mass encarceration" is bad and effects persons of color
disproportionately. The committee has killed a LOT of anti-crime
legislation, including increasing penalties for selling fentanyl.
This
move by Gavin is in part an attempt to ward off Proposition 36 on the
ballot this November. If passed by the people it would impose major
sentence enhancements for fentanyl sales and possession for sale and
repeated organized retail theft. Right now it looks likely to pass.
