In response to a lawsuit the
NYPD has just adopted an emergency rules change that allows non-New York
residents to apply for carry permits. That is not to say that the NYPD
will ever actually ISSUE such a permit, merely that they will now
condescend to allow non-residents to apply.
My guess is that they will slow-drag the program until prodded by further legal action or at least threats of such action.
It
was not totally clear from the info I got if they meant non-New York
CITY residents, or non-New York STATE residents, or both. Right now a
permit from upstate New York (which in many areas is not that hard to
get) is not valid in New York City, but the New York City permit is
valid across the state of New York (or so I have been told).
The wheels often turn slowly, and reluctantly.
