Virginia Gov. Glenn Youngkin
Virginia Governor Glenn Youngkin has ordered 
that all votes cast in the 2024 ballot must be done via paper ballots.  
This action, Executive Order # 35, solidifies various previously 
initiated election security protocols.  
The
 state is also using DMV data bases to verify voter identity.  This 
information is being used to drop moved or deceased voters from the 
rolls as well as to appropriately add new voters.  In addition the new 
protocols mandate that the vote counting machines must be isolated 
electronically (air gapped) and NOT at any time connectible to the net. 
 They are further monitoring ballot drop boxes 24/7.
Every
 little bit helps.  Elections should be secure.  We should have 
confidence that the people voting are legally entitled to vote.   
EDITOR'S NOTE: Paper ballots only? They'll be counting votes for weeks.

They can use ballot scanners to count the votes. However those scanners have to be air-gapped. I should also point out that Canada uses paper ballots and has no trouble getting their voting done in one evening. Their geographic area is quite large. However, each of their precincts is 500 voters max. It works for them.
